Saint Paul's beautiful Rice Park is the "center stage" for the Winter Carnival, which is an annual celebration of winter held entirely outside. The feeding typically occurs around 1pm, with the sudden arrival of dozens of vultures creating a dramatic and educational display of nature's clean-up crew in action.
